Why this book

Most proposals to reduce obesity speak to the person holding the plate: eat less, choose better. But what is on the plate was decided long before, by people who grew, stored, processed, moved, priced and sold it, and by governments that shaped each of those steps. In India the state is also one of the largest cooks and grocers in the country, through rations, school meals and anganwadi food. This book maps that system, so that any intervention can be placed where it actually acts.

How to read it

Read Book 0 first, or at least the sections this book names as it goes. Then read this one in order: each section assumes everything before it. Keep one packaged food you eat often in mind from the first page; by the end you will sketch its supply chain yourself.

What a food system is

One fresh food from field to plate in India

A packaged food is many chains meeting

Where the consumer’s rupee goes: the price build-up

Who decides what is available, at what price, in what place

Where a country’s food comes from: production, imports, stocks

What Indians eat and spend on food, measured

Built against hunger

Minimum support price and procurement

How the state moves a price: support price, subsidy, import duty

The National Food Security Act and the public distribution system

School meals and anganwadi food

What a ration, a meal or a take-home ration provides

The state as a food provider

The double burden, and double-duty action

The main Indian food policy tools, on one map

Locating an intervention in the food system

Sketching the supply chain of a packaged product
