Policy process, framing and advocacy craftRung 1 · Introductory
Who decides, under what authority, and how the question is framed
Download the PDFWhy this book
Most health proposals fail long before anyone argues about the evidence: they are addressed to no one who can act on them. A tax on sugary drinks, a school-canteen rule and a front-of-pack label each belong to a different body, working under a different law, by a different procedure. This book teaches the reader to find that body and that authority for any proposal, to see the frame a public argument is working inside, and to keep apart two jobs that are easily confused: informing a decision and campaigning for one. It ends with a one-page note on a real Indian proposal that names who decides.
How to read it
Read it in order. The early sections build a map of who makes policy in India and how; the later ones use that map on framing and on the difference between research and advocacy. The exercises are decisions, not sums: name the body, name the power it acts under, name the frame. Do them as you go; the note at the end uses all three.
Before you start
Book 0, and above all its Part F: reading a table, checking a reference, telling a premise from a conclusion, and the section on how government works (Parliament and the State Legislatures, the executive, the courts; statute, rule, regulation and notification), which this book builds on directly. No mathematics beyond Book 0 is used, and there are no calculations: the practice sets are exercises in tracing a decision to its body and reading a frame, not arithmetic. Book 4, on food systems, is helpful but not required; where this book uses a programme Book 4 describes, it gives the one fact it needs.
1 A proposal is not a policy
2 Four jobs around a decision: propose, advise, decide, carry out
3 Where a body’s power comes from
4 Union, State or local: whose subject is it
5 Inside the Union government: Cabinet, ministries, departments
6 How an Act is made
7 How a rule or regulation is made, and where the public gets in
8 Schemes and budgets: policy without a statute
9 When no single body decides
10 The people around a decision
11 Finding who decides: the tracing method
12 What a frame is
13 The frames obesity is argued in
14 The frame sets the menu
15 Reading the frame in a public argument
16 What evidence can settle in a policy choice, and what it cannot
17 Informing policy and campaigning for it
18 Worked journey: A one-page note on one Indian proposal
